Tiempo atrás  conocí sobre un cuento cherokee con el que  inmediatamente identifiqué mis caminatas y puntos de bifurcación más íntimos: los que he vivido, los que están y los de después.

La II Guerra Mundial empezó a las 4.45 de la mañana del 1 de septiembre de 1939, cuando el acorazado Schleswig Holstein de la Armada de la Alemania nazi bombardeó posiciones polacas en la península de Westerplatte, cerca de la entonces Danzig, hoy Gdansk. Al mismo tiempo, el ejército alemán invadía por tierra el país. Dos días después, Reino Unido y Francia declaraban la guerra a la Alemania nazi de Adolf Hitler.

La II Guerra Mundial estaba en marcha, el conflicto bélico más sangriento de la Historia y con este el Holocausto: el asesinato de seis millones de judios y cinco millones de aquellos que el Asesino Loco percibía que eran enemigos de esa raza aria, una raza supuestamente superior con la que soñaba: gitanos, discapacitados, enfermos, viejos,  homosexuales.

Los que obedecieron al Asesino Loco, empezaron marcándolos, segregándolos del mundo en guetos, luego separándoles de sus familias y sometiéndoles a la miseria, para finalmente -a los que no murieron fusilados o enfermos- embarcarlos en vagones y vagones con destino a los campos de la muerte, donde se cumplió la operación  ’Aktion Reinhard‘, y  …. la ‘Solución Final’.

Además del Asesino Loco, y los ciegos que le obedecieron, hubo un montón de personas que trataron de evitarlo, que tendieron pan y abrazos.

Pienso que los seres humanos queremos ayudar, queremos hacer felices a los demás, queremos vivir, reír, amar … pero hemos perdido el camino por la codicia y nos hemos vuelto ciegos, secos, cínicos, agrios y duros.

Cuando los progresos científicos solo alimentan la máquina, los que la controlan se vuelven  soberbios y amargados, y llegan a cometer actos miserables, esclavizan a sus hermanos, matan sus sueños, asesinan la carne y el alma.

No a la máquina que nos ve como piezas. No a los dictadores, el poder absoluto los enloquece.  No a los fascistas. No a obedecer a los que nos esclavizan. No a quienes nos quieren convencer que la tierra no tiene riqueza suficiente para alimentarnos a todos. No a obedecer a quien nos dice que asesinar al otro es bueno, no estamos obligados a seguir instrucciones de quien nos hace menos humanos.

• MrBayes: Home
  MrBayes is a program for the Bayesian estimation of phylogeny. Bayesian inference of phylogeny is based upon a quantity called the posterior probability distribution of trees, which is the probability of a tree conditioned on the observations. The conditioning is accomplished using Bayes's theorem. The posterior probability distribution of trees is impossible to calculate analytically; instead, MrBayes uses a simulation technique called Markov chain Monte Carlo (or MCMC) to approximate the posterior probabilities of trees.

  The program takes as input a character matrix in a NEXUS file format. The output is several files with the parameters that were sampled by the MCMC algorithm. MrBayes can summarize the information in these files for the user. The program features include:

“Hoy en la radio comentaron que en Estados Unidos no han sucedido muertes como en México… porque la detección rápida y el tratamiento adecuado son fundamentales. Al parecer en México ha muerto tanta gente porque ni siquiera teníamos la tecnología para diagnosticarlos a tiempo. Además del elevado costo de los medicamentos.

Me quedé pensando en eso todo el día.

Y a estos weyes lo primero que se les ocurre son cercos sanitarios en zonas marginadas.

Lo que se sabe hasta el momento es que la influenza porcina es curable si se detecta a tiempo y se recibe el tratamiento adecuado, lo cual es sin duda una buena noticia. Ahora bien, para que esta enfermedad no se traduzca en una epidemia mortal implica que todas las personas deben de tener acceso a servicios de salud donde puedan ser atendidos adecuadamente. No obstante en México, esto no se cumple al 100%. La mayor parte de las personas pobres no tiene acceso a los servicios de salud públicos y no pueden pagar servicios privados. En este sentido, el verdadero riesgo de esta enfermedad es que se transmita a este grupo de personas y dada sus carencias, sean ellos los más afectados (…) Esta situación sería sólo el reflejo de los problemas sociales de México: pobreza, inequidad, pésima administración del sector salud público, falta de planeación, etc. Sin importar el desenlace final de esta “crisis de salud pública”, si en el futuro no se ataca este problema de pobreza y desigualdad en el acceso a servicios básicos, esta vulnerabilidad seguirá existiendo, siendo una amenaza permanente para la población… (Sobre la influenza porcina y la pobreza)

  Blogging Rubric
  I found this rubric on Education World for grading blog posts. I thought it was an interesting way to hold students accountable for what they are posting. Grading or at least having standards for each blog post would be my concern. You may have students that write a lot and then students who do not write enough. Having a rubric would help all students identify your expectations as a teacher as well as making sure their comments are appropriate. Obviously this rubric will need to be changed to fit your specific assignment, but is a great jumping off point.

El ex presidente argentino don Raúl Ricardo Alfonsín, emblema en Latinoamérica de la ola de democracias que en los años 80 reemplazaron a las sangrientas dictaduras militares, falleció a los 82 años de edad hoy en Buenos Aires (20:30 hora argentina) después de dar la lucha a una prolongada enfermedad. Don Raúl es el padre de la democracia argentina y latinoamericana recuperada.

En su honor publicó, una dibujo de Mafalda que le regalará Quino y que recoge la esencia de Don Raulito:

He venido hoy aquí, humilde por la tarea que tengo ante vosotros, agradecido por la confianza que me habéis otorgado, consciente de los sacrificios de nuestros ancestros. Agradezco al presidente Bush su labor hacia nuestro país, así como la generosidad y cooperación que ha mostrado a lo largo de la transición. Cuarenta y cuatro estadounidenses han prestado el juramento presidencial. Se han pronunciado estas palabras durante olas de prosperidad y en las tranquilas aguas de la paz. Pero, de vez en cuando, el juramento se produce en momentos de nubarrones y feroces tormentas. En esos momentos, Estados Unidos ha salido adelante no sólo por la habilidad o visión de aquellos que ocupaban altos cargos, sino porque Nosotros, el Pueblo, nos hemos mantenido fieles a los ideales de nuestros ancestros y a nuestros documentos fundacionales. Así ha sido. Así debe ser con esta generación de estadounidenses. Es bien sabido que estamos en mitad de una crisis. Nuestro país está en guerra contra una red de violencia y odio a la que es difícil llegar. Nuestra economía está muy debilitada, consecuencia de la avaricia y la irresponsabilidad de algunos, pero también la población ha fallado al tomar malas decisiones a la hora de preparar al país para una nueva era. Se han perdido hogares, destruido empleos, se han cerrado negocios. Nuestro sistema de salud es demasiado costoso, nuestras escuelan fallan demasiado y cada día hay más evidencias de que la forma en que usamos la energía fortalece a nuestros adversarios y amenaza a nuestro

Estos son los indicadores de la crisis, sujetos a los datos y estadísticas. Menos cuantificable pero no por ello menos profundo es la socavación de la confianza en el país, un temor persistente de que la caída de EE UU sea inevitable y que la próxima generación deba disminuir sus expectativas. Hoy os digo que los desafíos que afrontamos son reales, son serios y son muchos. No serán superados fácilmente o en un corto período de tiempo. Pero sabed esto, EE UU los superará.

En este día, nos reunimos porque hemos escogido la esperanza sobre el miedo, la unidad de propósitos sobre el conflicto y la discordia. En este día, venimos a proclamar el fin de las quejas y las falsas promesas, las recriminaciones y los dogmas gastados que por mucho tiempo han ahogado a nuestros políticos. Seguimos siendo una nación joven, pero según las Escrituras, ha llegado el momento de dejar a un lado la inmadurez. Ha llegado el momento de reafirmar nuestro espíritu de permanencia, de escoger nuestra mejor historia, de llevar hacia delante ese precioso regalo, esa noble idea, que ha pasado de generación a generación: la promesa divina de que todos somos iguales, todos somos libres y todos merecemos una oportunidad de buscar la felicidad absoluta. Al reafirmar la grandeza de nuestro país, entendemos que la grandeza nunca es un regalo, que debemos ganarla. Nuestro viaje nunca ha sido de atajos o de conformarnos con menos. No ha sido el camino de los pusilánimes, de aquellos que prefieren la diversión al trabajo, o buscan solo los placeres de los ricos y la fama. Ha sido el de los que toman riesgos, de los emprendedores, de los que crean cosas, algunos conocidos pero la mayoría son hombres y mujeres desconocidos en su labor que nos han llevado por el largo y duro camino hacia la prosperidad y la libertad.

Por nosotros, ellos recogieron sus pocas posesiones y atravesaron océanos en busca de una nueva vida. Por nosotros, trabajaron duro y se establecieron en el oeste, soportaron el látigo y sembraron en terrenos áridos. Por nosotros, combatieron y murieron en lugares como Concord y Gettysburgo, Normandía y Khe Sahn. Una y otra vez, esos hombres y mujeres lucharon y se sacrificaron y trabajaron hasta que sus manos estuvieron rotas para que pudiésemos tener una vida mejor. Ellos vieron a un EE UU tan grande como la suma de nuestras ambiciones individuales, mayor que todas las diferencias de nacimiento o riqueza o facción.

Éste es el viaje que continuamos hoy. Seguimos siendo la nación más poderosa y próspera de la Tierra. Nuestros trabajadores no son menos productivos que antes de que comenzara la crisis. Nuestras mentes no son menos imaginativas, nuestros bienes y servicios se necesitan igual que la semana pasada o el mes pasado o el año pasado. Nuestras capacidades siguen sin disminuir. Pero nuestro tiempo de mantenernos sin cambiar, de proteger nuestros reducidos intereses y de posponer las decisiones poco placenteras, ese tiempo ha pasado. A partir de hoy, debemos reactivarnos, sacudirnos el polvo y comenzar a trabajar para rehacer EE UU.

Allá donde miramos hay trabajo que hacer. El estado de nuestra economía exige acciones, rápidas y drásticas, y actuaremos, no sólo para crear nuevos empleos, sino para establecer una nueva base de crecimiento. Construiremos puentes y caminos, redes eléctricas y líneas digitales que impulsen nuestro comercio y nos unan. Restauraremos la ciencia y la pondremos en su justo lugar y enarbolaremos las maravillas tecnológicas para elevar la calidad de la salud y bajar sus costes. Aprovecharemos el sol y el viento y el suelo como combustible para nuestros coches y fábricas. Transformaremos nuestras escuelas y universidades para cubrir las demandas de una nueva era. Todo esto lo podemos hacer. Y todo esto es lo que haremos.

Ahora, existen quienes se preguntan por el alcance de nuestras ambiciones, quienes sugieren que nuestro sistema no puede asumir planes demasiado grandes. Sus recuerdos son escasos. Ellos han olvidado lo que este país ya ha hecho, lo que hombres y mujeres libres pueden alcanzar cuando la imaginación se une con propósitos comunes y la necesidad del coraje.

Los que los cínicos no pueden entender es que el suelo bajo sus pies ha cambiado, que los argumentos políticos rancios que nos han consumido por tanto tiempo ya no son aplicables. La pregunta que nos hacemos hoy no es si nuestro gobierno es muy grande o muy pequeño, sino si trabaja, si ayuda a las familias a encontrar empleo con un salario decente, un sistema de salud que pueden costear, una jubilación digna. Donde la respuesta es sí, intentamos seguir adelante. Donde la respuesta es no, los programas terminarán. Y aquellos de nosotros que manejamos el dinero público tendremos que rendir cuentas, gastar sabiamente, reformar malos hábitos y hacer nuestros negocios abiertamente, porque solo entonces podemos restaurar la confianza vital entre la gente y su gobierno.

Tampoco es para nosotros una pregunta de si el mercado es una fuerza del bien o del mal. Su poder de generar riqueza y expandir la libertad no tiene comparación, pero la crisis nos ha recordado que sin un ojo observador, el mercado puede salirse del control, y que un país no puede prosperar mucho tiempo cuando favorece sólo a los prósperos. El éxito de nuestra economía siempre ha dependido no solo del tamaño de nuestro producto interior bruto, sino en el alcance de nuestra prosperidad, en nuestra habilidad de extender las oportunidades a cada corazón dispuesto, no por caridad sino porque es la ruta más segura para nuestro bien común.

En cuanto a nuestra defensa común, rechazamos como falsa la opción entre nuestra seguridad y nuestros ideales. Nuestros Padres Fundadores, que afrontaron peligros que poco podemos imaginar, diseñaron un capítulo para asegurar el gobierno de la ley y de los derechos del hombre, un capítulo extendido por la sangre de generaciones. Esos ideales aún iluminan el mundo, y no renunciaremos a ellos por el bien de la conveniencia. Y para todo el resto de la gente y los gobiernos que nos están viendo hoy, desde las grandes capitales a la pequeña aldea donde nació mi padre: sabed que EE UU es amigo de todos los países y de todos los hombres, mujeres y niños que buscan un futuro de paz y dignidad, y que estamos listos para liderar una vez más.

Recordad que generaciones anteriores derrotaron el fascismo y el comunismo no solo con misiles y carros de combate, sino con alianzas sólidas y convicciones duraderas. Entendieron que nuestro poder por sí solo no puede protegernos, ni nos da la libertad de hacer lo que queramos. En cambio, sabían que nuestro poder crece mediante su uso prudente, nuestra seguridad emana de la justicia de nuestra causa, la fuerza de nuestro ejemplo, de las cualidades atenuadas de la humildad y la moderación.

Somos los conservadores de este legado. Guiados por estos principios una vez más, podemos afrontar esas nuevas amenazas que demandar incluso esfuerzos mayores, una mayor cooperación y entendimiento entre los países. Comenzaremos con traspasar responsablemente Irak a sus pobladores y forjar una paz duramente ganada en Afganistán. Con viejos amigos y ex enemigos, trabajaremos incansablemente para disminuir la amenaza nuclear y el espectro del calentamiento del planeta. No nos disculparemos por nuestro modo de vida, ni bajaremos nuestras defensas y para quienes buscan avanzar en sus intentos por inducir el terror y la matanza de inocentes, os decimos que nuestro espíritu es más fuerte y no puede romperse, no pueden sobrevivirnos y os derrotaremos.

Porque sabemos que nuestra herencia diversa es una fortaleza, no una debilidad. Somos una nación de cristianos y musulmanes, judíos e hindúes y de no creyentes. Estamos modelados por todos los idiomas y culturas, atraídos de cada rincón de esta tierra, y como hemos probado el trago amargo de la guerra civil y la segregación y emergió de ese capítulo oscuro más fuerte y más unido, no podemos evitar el creer que los viejos odios pasarán algún día, que las líneas de las tribus pronto serán disueltas, de que a medida que el mundo se hace más pequeño, nuestra humanidad común se revelará y que EE UU debe jugar su papel en marcar el comienzo de una nueva era de paz.

Al mundo musulmán, buscamos una nueva forma de salir adelante, en base a nuestros intereses y respeto mutuos. A los líderes mundiales que buscan sembrar conflicto o culpar de los males de su sociedad a Occidente, sepan que su gente los juzgará por lo que puedan construir, no por lo que destruyen. A quienes se aferran al poder a través de la corrupción y el engaño y silencian a los disidentes, sepan que estáis en el lado incorrecto de la historia, pero que extenderemos una mano si estáis dispuestos a deshacer el puño.

A la gente de los países pobres, prometemos trabajar juntos para hacer que sus granjas prosperen y permitir que fluyan las aguas limpias, para alimentar los cuerpos famélicos y las mentes hambrientas. Y a aquellas naciones como la nuestra que disfrutan de relativa abundancia, decimos que no podemos afrontar más la indiferencia de los que sufren fuera de nuestras fronteras, ni podemos consumir los recursos del mundo sin tomar en cuenta sus efectos. Porque el mundo ha cambiado, y debemos cambiar con él.

Mientras analizamos el camino que se presenta ante nosotros, recordamos con humilde gratitud a aquellos estadounidenses valientes quienes, en este mismo momento, patrullan lejanos desiertos y distantes montañas. Ellos tienen algo que decirnos hoy, así como los héroes caídos que yacen en Arlington nos susurran a través del tiempo. Os honramos no solo porque sois los guardianes de nuestra libertad, sino porque encarnáis el espíritu del servicio, la disposición a encontrar significado a algo más grande que vosotros mismos. Y es en este momento, un momento que definirá una generación, cuando este espíritu debe englobarnos a todos.

Porque por mucho que el gobierno pueda y deba hacer, es finalmente en la fe y la determinación de los estadounidenses en lo que descansa este país. Es la amabilidad con que tratamos a un extraño cuando se rompe la presa, el altruismo de los trabajadores que prefieren recortar sus horas en vez de ver a un amigo perder su empleo lo que nos hace ver a través de nuestras horas oscuras. Es el coraje del bombero de lanzarse por una escalera llena de humo, pero también de la disposición de los padres de criar a un niño lo que finalmente decide nuestro destino.

Nuestros desafíos pueden ser nuevos. Los instrumentos con los que los afrontamos pueden ser nuevos. Pero esos valores sobre los que depende nuestro éxito -el trabajo duro y la honestidad, el valor y el juego limpio, la tolerancia y la curiosidad, la lealtad y el patriotismo- esas son cosas viejas. Esas cosas son verdaderas. Ellas han sido la fuerza subyacente del progreso a lo largo de la historia. Lo que se pide entonces es un retorno de esas verdades. Lo que requerimos ahora es una nueva era de responsabilidad, un reconocimiento, de parte de cada estadounidense, de que tenemos deberes hacia nosotros mismos, a nuestro país y el mundo, deberes que no aceptamos a regañadientes sino mas bien con alegría, firmes en el conocimiento de que no hay nada más satisfactorio para el espíritu, tan definidor de nuestra personalidad, que dar todo lo que podamos ante una tarea difícil.

Este es el precio y la promesa de la ciudadanía.

Esta es la fuente de nuestra confianza, el conocimiento de que Dios nos llama para delinear un destino incierto.

Este es el sentido de nuestra libertad y credo, el porqué hombres y mujeres y niños de todas las razas y creencias pueden unirse en celebración en este magnífico Mall, y el porqué un hombre cuyo padre hace menos de 60 años pudo no haber trabajado en un restaurante local, está hoy aquí para tomar el juramento más sagrado.

Así que marquemos este día con recuerdo, de quienes somos y cuan lejos hemos llegado. En el año de nacimiento de EE UU, en los meses más fríos del año, una pequeña banda de patriotas se acurrucan cerca de fogatas languidecientes a las orillas de un río congelado. La capital fue abandonada. El enemigo avanzaba. La nieve se mezclaba con la sangre. En ese momento cuando el resultado de nuestra revolución pendía de un hilo, el padre de nuestra nación ordenó que se leyeran estas palabras:

“Informad al mundo futuro… que en las profundidades del invierno, cuando nada sino la esperanza y la virtud pueden sobrevivir… que la ciudad y el país, alarmado ante un peligro común, han salido al frente para hacerle frente”.

EEUU. A las puertas de nuestros peligros comunes, en este invierno de nuestras privaciones, recordemos estas palabras eternas. Con esperanza y virtud, afrontemos una vez más las corrientes heladas, y hagamos frente a lo que traiga la tormenta. Que los hijos de nuestros hijos digan que cuando fuimos puestos a prueba, rehusamos dejar que este viaje termine, que no volvimos atrás, que no fallamos y con los ojos fijos en el horizonte y con la gracia de Dios, llevamos adelante el gran regalo de la libertad y lo entregamos de forma segura a las futuras generaciones.

My fellow citizens

I stand here today humbled by the task before us, grateful for the trust you have bestowed, mindful of the sacrifices borne by our ancestors.  I thank President Bush for his service to our nation, as well as the generosity and cooperation he has shown throughout this transition.

Forty-four Americans have now taken the presidential oath.  The words have been spoken during rising tides of prosperity and the still waters of peace.  Yet, every so often the oath is taken amidst gathering clouds and raging storms.  At these moments, America has carried on not simply because of the skill or vision of those in high office, but because We the People have remained faithful to the ideals of our forbearers, and true to our founding documents. 

So it has been.  So it must be with this generation of Americans. 

That we are in the midst of crisis is now well understood.  Our nation is at war, against a far-reaching network of violence and hatred.  Our economy is badly weakened, a consequence of greed and irresponsibility on the part of some, but also our collective failure to make hard choices and prepare the nation for a new age.  Homes have been lost; jobs shed; businesses shuttered.  Our health care is too costly; our schools fail too many; and each day brings further evidence that the ways we use energy strengthen our adversaries and threaten our planet.

These are the indicators of crisis, subject to data and statistics.  Less measurable but no less profound is a sapping of confidence across our land – a nagging fear that America’s decline is inevitable, and that the next generation must lower its sights.  

Today I say to you that the challenges we face are real.  They are serious and they are many.  They will not be met easily or in a short span of time.  But know this, America -  they will be met. 

On this day, we gather because we have chosen hope over fear, unity of purpose over conflict and discord. 

On this day, we come to proclaim an end to the petty grievances and false promises, the recriminations and worn out dogmas, that for far too long have strangled our politics. 

We remain a young nation, but in the words of Scripture, the time has come to set aside childish things.  The time has come to reaffirm our enduring spirit; to choose our better history; to carry forward that precious gift, that noble idea, passed on from generation to generation:  the God-given promise that all are equal, all are free, and all deserve a chance to pursue their full measure of happiness.

In reaffirming the greatness of our nation, we understand that greatness is never a given.  It must be earned.  Our journey has never been one of short-cuts or settling for less.  It has not been the path for the faint-hearted – for those who prefer leisure over work, or seek only the pleasures of riches and fame.  Rather, it has been the risk-takers, the doers, the makers of things – some celebrated but more often men and women obscure in their labor, who have carried us up the long, rugged path towards prosperity and freedom.

For us, they packed up their few worldly possessions and traveled across oceans in search of a new life.

For us, they toiled in sweatshops and settled the West; endured the lash of the whip and plowed the hard earth.

For us, they fought and died, in places like Concord and Gettysburg; Normandy and Khe Sahn. 

Time and again these men and women struggled and sacrificed and worked till their hands were raw so that we might live a better life.  They saw America as bigger than the sum of our individual ambitions; greater than all the differences of birth or wealth or faction. 

This is the journey we continue today.  We remain the most prosperous, powerful nation on Earth.  Our workers are no less productive than when this crisis began.  Our minds are no less inventive, our goods and services no less needed than they were last week or last month or last year.  Our capacity remains undiminished.  But our time of standing pat, of protecting narrow interests and putting off unpleasant decisions – that time has surely passed.  Starting today, we must pick ourselves up, dust ourselves off, and begin again the work of remaking America.

For everywhere we look, there is work to be done.  The state of the economy calls for action, bold and swift, and we will act – not only to create new jobs, but to lay a new foundation for growth.  We will build the roads and bridges, the electric grids and digital lines that feed our commerce and bind us together.  We will restore science to its rightful place, and wield technology’s wonders to raise health care’s quality and lower its cost.  We will harness the sun and the winds and the soil to fuel our cars and run our factories.  And we will transform our schools and colleges and universities to meet the demands of a new age.  All this we can do.  And all this we will do.

Now, there are some who question the scale of our ambitions – who suggest that our system cannot tolerate too many big plans.  Their memories are short.  For they have forgotten what this country has already done; what free men and women can achieve when imagination is joined to common purpose, and necessity to courage. 

What the cynics fail to understand is that the ground has shifted beneath them – that the stale political arguments that have consumed us for so long no longer apply.  The question we ask today is not whether our government is too big or too small, but whether it works – whether it helps families find jobs at a decent wage, care they can afford, a retirement that is dignified.  Where the answer is yes, we intend to move forward.  Where the answer is no, programs will end.  And those of us who manage the public’s dollars will be held to account – to spend wisely, reform bad habits, and do our business in the light of day – because only then can we restore the vital trust between a people and their government.

Nor is the question before us whether the market is a force for good or ill.  Its power to generate wealth and expand freedom is unmatched, but this crisis has reminded us that without a watchful eye, the market can spin out of control – and that a nation cannot prosper long when it favors only the prosperous.  The success of our economy has always depended not just on the size of our Gross Domestic Product, but on the reach of our prosperity; on our ability to extend opportunity to every willing heart – not out of charity, but because it is the surest route to our common good.

As for our common defense, we reject as false the choice between our safety and our ideals.  Our Founding Fathers, faced with perils we can scarcely imagine, drafted a charter to assure the rule of law and the rights of man, a charter expanded by the blood of generations.  Those ideals still light the world, and we will not give them up for expedience’s sake.  And so to all other peoples and governments who are watching today, from the grandest capitals to the small village where my father was born:  know that America is a friend of each nation and every man, woman, and child who seeks a future of peace and dignity, and that we are ready to lead once more. 

Recall that earlier generations faced down fascism and communism not just with missiles and tanks, but with sturdy alliances and enduring convictions.  They understood that our power alone cannot protect us, nor does it entitle us to do as we please.  Instead, they knew that our power grows through its prudent use; our security emanates from the justness of our cause, the force of our example, the tempering qualities of humility and restraint.

We are the keepers of this legacy.  Guided by these principles once more, we can meet those new threats that demand even greater effort – even greater cooperation and understanding between nations.  We will begin to responsibly leave Iraq to its people, and forge a hard-earned peace in Afghanistan.  With old friends and former foes, we will work tirelessly to lessen the nuclear threat, and roll back the specter of a warming planet.  We will not apologize for our way of life, nor will we waver in its defense, and for those who seek to advance their aims by inducing terror and slaughtering innocents, we say to you now that our spirit is stronger and cannot be broken; you cannot outlast us, and we will defeat you.

For we know that our patchwork heritage is a strength, not a weakness.  We are a nation of Christians and Muslims, Jews and Hindus – and non-believers.  We are shaped by every language and culture, drawn from every end of this Earth; and because we have tasted the bitter swill of civil war and segregation, and emerged from that dark chapter stronger and more united, we cannot help but believe that the old hatreds shall someday pass; that the lines of tribe shall soon dissolve; that as the world grows smaller, our common humanity shall reveal itself; and that America must play its role in ushering in a new era of peace. 

To the Muslim world, we seek a new way forward, based on mutual interest and mutual respect.  To those leaders around the globe who seek to sow conflict, or blame their society’s ills on the West – know that your people will judge you on what you can build, not what you destroy.  To those who cling to power through corruption and deceit and the silencing of dissent, know that you are on the wrong side of history; but that we will extend a hand if you are willing to unclench your fist.

To the people of poor nations, we pledge to work alongside you to make your farms flourish and let clean waters flow; to nourish starved bodies and feed hungry minds.  And to those nations like ours that enjoy relative plenty, we say we can no longer afford indifference to suffering outside our borders; nor can we consume the world’s resources without regard to effect.  For the world has changed, and we must change with it.

As we consider the road that unfolds before us, we remember with humble gratitude those brave Americans who, at this very hour, patrol far-off deserts and distant mountains.  They have something to tell us today, just as the fallen heroes who lie in Arlington whisper through the ages.  We honor them not only because they are guardians of our liberty, but because they embody the spirit of service; a willingness to find meaning in something greater than themselves.  And yet, at this moment – a moment that will define a generation – it is precisely this spirit that must inhabit us all.

For as much as government can do and must do, it is ultimately the faith and determination of the American people upon which this nation relies.  It is the kindness to take in a stranger when the levees break, the selflessness of workers who would rather cut their hours than see a friend lose their job which sees us through our darkest hours.  It is the firefighter’s courage to storm a stairway filled with smoke, but also a parent’s willingness to nurture a child, that finally decides our fate. 

Our challenges may be new.  The instruments with which we meet them may be new.  But those values upon which our success depends – hard work and honesty, courage and fair play, tolerance and curiosity, loyalty and patriotism – these things are old.  These things are true.  They have been the quiet force of progress throughout our history.  What is demanded then is a return to these truths.  What is required of us now is a new era of responsibility – a recognition, on the part of every American, that we have duties to ourselves, our nation, and the world, duties that we do not grudgingly accept but rather seize gladly, firm in the knowledge that there is nothing so satisfying to the spirit, so defining of our character, than giving our all to a difficult task.

This is the price and the promise of citizenship.

This is the source of our confidence – the knowledge that God calls on us to shape an uncertain destiny.

This is the meaning of our liberty and our creed – why men and women and children of every race and every faith can join in celebration across this magnificent mall, and why a man whose father less than sixty years ago might not have been served at a local restaurant can now stand before you to take a most sacred oath.

So let us mark this day with remembrance, of who we are and how far we have traveled.  In the year of America’s birth, in the coldest of months, a small band of patriots huddled by dying campfires on the shores of an icy river.  The capital was abandoned.  The enemy was advancing.  The snow was stained with blood.  At a moment when the outcome of our revolution was most in doubt, the father of our nation ordered these words be read to the people:

“Let it be told to the future world…that in the depth of winter, when nothing but hope and virtue could survive…that the city and the country, alarmed at one common danger, came forth to meet [it].“

America.  In the face of our common dangers, in this winter of our hardship, let us remember these timeless words.  With hope and virtue, let us brave once more the icy currents, and endure what storms may come.  Let it be said by our children’s children that when we were tested we refused to let this journey end, that we did not turn back nor did we falter; and with eyes fixed on the horizon and God’s grace upon us, we carried forth that great gift of freedom and delivered it safely to future generations.

Gracias a ESPOL y sus 50 años de fundación (1958-2008),  hoy podré asistir a la  conferencia de Stephen Wozniak, el ingeniero confundador de Apple, y creador de computadores para seres humanos.

Stephen Gary Wozniak, (nacido el 11 de agosto de 1950) es un ingeniero electrónico estadounidense convertido en filántropo. Sus inventos y máquinas están reconocidos como grandes contribuciones a la revolución del ordenador personal en los años setenta. Wozniak fundó Apple Computer junto con Steve Jobs en 1976 y creó los ordenadores Apple I y Apple II a mediados de los años setenta. El Apple II se convirtió en el ordenador mejor vendido de los años setenta y de los primeros ochenta, y es a menudo reconocido como el primer ordenador personal popular. Wozniak tiene varios apodos, como «(El) Woz» y «Mago de Woz». Éste último es también el nombre de una compañía que él fundó. STUDENT RESEARCH SYMPOSIUM

 HiPC 2008 will feature the first student research symposium on High
 Performance Computing (HPC) aimed at stimulating and fostering
 student research, and providing an international forum to highlight
 student research accomplishments. The symposium will also expose
 students to the best practices in HPC in academia and industry. The
 one-day symposium will feature brief presentations by student
 authors on their research, followed by a poster exhibit. Short
 invited talks by leading HPC researchers/practitioners will be
 included in the program. The symposium reception will provide an
 opportunity for students to interact with HPC researchers and
 practitioners (and recruiters) from academia and industry. To be
 considered, students should submit a 5 page extended abstract of
 their research.

Como no podía ser de otra manera, el momento para la inauguración de los juegos olímpicos en China muestra la importancia que este pueblo grande da a la numerología.  Estos Juegos están dominados por el número 8, la ceremonia de apertura inicia a las 8 de la noche, 8 minutos, del 8vo día, del 8vo mes del año 8. (07:08 am Hora Ecuador)

Beijing 2008. Para estos Juegos fueron elegidos cinco mascotas: Beibei, un pez azul; Jingjing, un panda; Huanhuan, una antorcha roja; Yingying, un antílope tibetano; y Nini, una golondrinaverde. Sus nombres de dos sílabas repetidas hacen referencia a los apelativos cariñosos con los que se suele tratar a los niños en chino. Juntos conforman la frase Beijing huanying ni, que significa ‘Beijing te da la bienvenida’. El grupo de las cinco mascotas se llaman Fuwa.

Estoy seguro que el despliegue de tecnología y la muestra de la cultura milenaria china serán impresionantes. Ante esta fiesta mundial, solo queda por saldar la posición de los dirigentes políticos occidentales que ha sido de doble moral. La idea del presidente francés Sarkozy que se aventuró a proponer un boicot a las ceremonias, en paralelo a los ataques a la antorcha, no se llevó acabo, lo que si se dió fue la brutal represión en el Tíbet. No importa que nos separen los océanos, las montañas o incluso algunas mentes, todos los seres humanos somos hermanos.  

Estoy seguro que el despliegue de tecnología y la muestra de la cultura milenaria china serán impresionantes. Ante esta fiesta mundial, solo queda por saldar la posición de los dirigentes políticos chinos y de los occidentales que ha sido de doble moral. Ingrid Betancourt (secuestrada el 2002) junto a otros 14  rehenes, entre ellos 3 americanos (Thomas Howes, Keith Stansell y Marc Gonsalves, secuestrados en 2003) y 11 militares colombianos que estaban en manos de las FARC, han sido rescatados en un operativo llevado a cabo por la inteligencia militar Colombiana.

El anuncio de la liberación la hizo el ministro de Defensa, Juan Manuel Santos. Los rehenes liberados están siendo  trasladados en helicópteros hacia San José del Guaviare.

Actualizado: La  operación  se denominó ‘Jaque’, y en el siguiente video de eltiempo.com se reproduce la declaración del ministro de defensa colombiano

Con Firefox y tantas otras herramientas y servicios, el software propietario, especialmente el de Microsoft, ha perdido una gran parte de la batalla. En el mundo.es se recoge una entrevista realizada en abril pasado a Tristan Nitot quien comenta  que el origen de Firefox es fruto de la frustración de los usuarios y de la suma sinérgica de poder humano en todo el mundo.

¿Cómo hacer que las personas que se formen en doctorados (PHD) de tiempo compartido sean verdaderos puentes para la formación de una más crítica suficiente en las universidades L.A.?

• El desarrollo de puentes entre las instituciones que envían y formen una persona como doctor (PHD) deben establecer vínculos duraderos que vayan más allá del plano de formación personal.  En cuanto a tiempo deben trabajarse para que sean permanentes, esto es, que no se limiten a relaciones que terminen con la formación académica de doctores sino que debe permanecer y enriquecerse más allá de la obtención del grado de doctores.   
• Es importante que se establezcan relaciones inter-organizacionales entre universidades (la que envía al candidato a doctor y la  que lo forma), esto es ir más allá de una relación individual y aislada con la persona que se forma y establecer un vínculo organizacional.
• Desarrollar relaciones bi-culturales. Cuando hay éxito las personas, departamentos  se convierten en mediadores interculturales entre las dos instituciones.
• Potenciar las relaciones que se dan entre investigadores de nuestras organizaciones con investigadores de otras universidades y que normalmente se desarrollan bajo canales informales.
• Comunicación muy cercana entre las organizaciones demandantes y oferentes.

Tipos de Universidades en Latinoamérica: 3% complejas y de gran calidad 7% Con alguna investigación, 90% dedicadas a la docencia.

Las grandes dimensiones de la universidad probablemente en nuestro medio sería

La formación de doctorados PHD de  nuestros países en tiempos de 2-5 años en el extranjero ha seguido una vía de fuga de cerebros, problemas familiares, escasos frutos de investigación.

La lógica de gestión por proyectos no permitió generar una capacidad instalada en las universidades. En Latino-América debemos establecer un esquema de acumulación de capacidades, bajo un esquema que siga el efecto Mateo, interdisciplinariedad (no en estancos).

La experiencia de UTPL, para cambiar esta realidad: 1. empoderamiento a gente joven, “lluvia” de investigadores externos hacia UTPL que conecte a los profesores de UTPL con laboratorios, 3. Visitas de profesores de UTPL a laboratorios en el extranjero, 4. gestión de relaciones. Este modelo en UTPL se conoce como CITTES y Gestión Productiva. 

Un paso importante dado por UTPL ha sido contar con una planta de cerca del 100% de profesores contratados a tiempo completo, el inicio de la formación de Doctores PHD (actualmente cerca de 170 -más que todo el país junto-), asumir un modelo de docencia basado en créditos ECTS.

Existen posibilidades para Latino América a través de la formación de doctores PHD en esquemas de tiempo compartido.

Ha sido un gran contienda demócrata, y estoy seguro que la señora Hillary Clinton se unirá a Obama como candidata a Vicepresidenta, la meta es  unificar el partido y hacer frente a McCain, sé que ella ayudará a recuperar la casa blanca en noviembre, el mundo lo necesta… El jefe de campaña de Hillary Clinton, Terry McAuliffe ha subrayado que Hillary representa “una ventaja formidable”. “Sea cual sea su papel, será para ayudar a los demócratas”, ha declarado a la CNN, sin cerrar la puerta a la posibilidad de un ‘ticket’ Obama-Clinton.

Espero que la sangre negra de Obama y la femenidad de Hillary no olviden que el mundo necesita paz, que no requiere de ejércitos que asesinen, sino de bomberos y salvavidas que nos protejan de los desastres.  Espero que al menos observen el  “I have a Dream” Legado del reverendo Dr Martin Luther King Jr.

WASHINGTON.- Barack Obama ha hecho historia al convertirse en el primer politico afroamericano en ser elegido como el nominado de uno de los dos grandes partidos a las elecciones presidenciales.

El senador de Illinois acaba de recibir el apoyo de los superdelegados que necesitaba para conseguir los 2.118 delegados, según la CNN. Lo que le asegura la nominación en la convención de Denver.

Este hito histórico para la comunidad negra de los EEUU, que representa aproximadamente el 12% de la población, llega 143 años después de que la esclavitud fuera abolida en el país al finalizar la Guerra Civil, motivada precisamente por este asunto.

Anteriormente, otros líderes de la comunidad negra, como Jesse Jackson, y el reverendo Al Sharpton, habían participado en las primarias del Partido Demócrata, pero ninguno había conseguido la nominación.

Con toda seguridad, Obama obtendrá esos delegados cuando se acabe el recuento electoral en Dakota del Sur. Este estado, que celabra sus primarias junto con Montana, asigna un total de 15 delegados a la convención de Denver, por lo que incluso en caso de perder, Obama superaría sin problemas la cifra mágica de 2.118 delegados.

Las encuestas a pie de urna predicen en Dakota un resultado ajustado. En cambio, Obama es el gran favorito en Montana, cuyas urnas se cierran dos horas después que en Dakota del Sur.

Protagonismo de McCain

A pesar de que la noche pertenecía a Obama, John McCain no renunció a intentar atraer la atención de los medios de comunicación durante algunos minutos. En una comparecencia estratégicamente planeada, el senador de Arizona pretendió desmarcarse de Bush, y a la vez, capitalizar las divisiones internas del partido demócrata.

“Hillary merece un mejor trato del que le han dispensado los medios”, dijo McCain en un guiño a los decepcionados seguidores de Hillary, a la que calificó de “una amiga”.

Precisamente, unificar el partido demócrata será uno de los principales desafíos de las próximas semanas para Obama ahora que, como proclamó McCain, ha empezado ya la campaña de las presidenciales.

Toward Principles for the Design of Onotologies Used for Knowledge Sharing

Recent work in Artificial Intelligence is exploring the use of formal ontologies as a way of specifying content-specific agreements for the sharing and reuse of knowledge among software entities.  We take an engineering perspective on the development of such ontologies.  Formal ontologies are viewed as designed artifacts, formulated for specific purposes and evaluated against objective design criteria.  We describe the role of ontologies in supporting knowledge sharing activities, and then present a set of criteria to guide the development of ontologies for these purposes.  We show how these criteria are applied in case studies from the design of ontologies for engineering mathematics and bibliographic data. Selected design decisions are discussed, and alternative representation choices and evaluated against the design criteria.

La web semántica es un área pujante en la confluencia de la Inteligencia Artificial y las tecnologías web que propone introducir descripciones explícitas sobre el significado de los recursos, para permitir que las propias máquinas tengan un nivel de comprensión de la web suficiente como para hacerse cargo de una parte, la más costosa, rutinaria, o físicamente inabarcable, del trabajo que actualmente realizan manualmente los usuarios que navegan e interactúan con la web. A partir de la situación actual de la web y sus limitaciones, en este artículo se motivan y explican las propuestas de la web semántica, se describen las tecnologías más importantes desarrolladas para llevarlas a cabo, así como el punto en el que se encuentra este proyecto promovido por el propio inventor de la web.

MADRID.- Tim Berners-Lee, uno de los padres de Internet, soñó hace años con una ‘Web semántica’, capaz de analizar todos los datos, los contenidos, los enlaces, y las transacciones entre personas y ordenadores. Su mano derecha, y presidente ejecutivo del Consorcio W3C, Steve Bratt, explica en qué consiste esa ‘Web semántica’, y anima a seguir trabajando para adaptar los contenidos a todo tipo de dispositivos, camino de una Red ubicua.

Tras su visita a Barcelona Digital Global Congress, celebrado la semana pasada, entrevistamos a Steve Bratt en Madrid sobre el cometido del Consorcio W3C (al que pertenece elmundo.es) como entidad que trabaja en favor de los estándares Web.

Pregunta: ¿En qué consiste el trabajo del Consorcio W3C?

Respuesta: El Consorcio W3C es una comunidad global de expertos que colaboran para desarrollar tecnología que hace que la Web funcione, trabajamos para desarrollar una interfaz humana para Internet.

P: ¿Cómo se materializa ese trabajo?

R: Bueno, en esta organización tenemos ahora mismo unos 60 grupos de trabajo, que se centran en diferentes tecnologías web, y desarrollan los estándares y especificaciones que dictan cómo construir las páginas, cómo usar la voz, los vídeos, y un largo etcétera. Casi todo lo que se puede encontrar en la Web tiene al menos sus bases en el trabajo de estos expertos, y este trabajo se pone a disposición de todo el mundo gratis.

Nada de lo que hacemos es de obligada aplicación. No tenemos la autoridad de la fuerza para imponer nada, ni llamamos al Consejo de Seguridad de la ONU para obligar a la gente a que siga los estándares (risas). Nuestros estándares se basan en dos cosas. En primer lugar, para que la web funcione, todo el mundo debe adoptar un lenguaje web común, de ahí que los estándares estén enfocados a hacer que la Red funciones correctamente. Es un intento de lograr que la gente haga las cosas de la misma manera, es decir, de la manera que nosotros sugerimos.

En segundo lugar, esperamos que la gente use nuestros desarrollos porque quieren usarlos, por su calidad o porque les facilite su trabajo.

P:¿Qué trabajo del Consorcio destacaría personalmente?

R:Quizá deba destacar varios. En el pasado, yo trabajé en la definición de HTML, que es el estándar más básico y más conocido en la Web, y obviamente aún es muy importante. De hecho, su desarrollo constituye uno de los grupos del Consorcio más importantes. Lo que pasa es que de cara al futuro surgen nuevas tecnologías que necesitan respuesta. La prueba es que existen, como ya dije, más de 60 grupos de trabajo en W3C.

P:¿Qué está fallando, o qué se puede mejorar, en la Web?

R:La Web funciona de maravilla. Internet tiene problemas como la seguridad, el correo basura, la privacidad, y otros problemas derivados de su vertiente social, y de hecho tenemos un grupo llamado ”Technology and Social Domain’, sobre el impacto social de la Web y que trata precisamente de estos asuntos. Creemos que es algo crítico.

P:¿Cuál es el reto más importante para el Consorcio?

R:(Silencio) Bueno, creo que en lugar de hablar de retos yo hablaría de oportunidades. Las últimas cifras hablan que sólo un 20% de los habitantes del planeta tiene acceso a la Web. Así, creo que uno de los asuntos más importantes a los que nos dedicamos es a tratar de llevar la web a todas partes en el mundo, con todos los beneficios que ello implica. Creo que Internet es la plataforma de comunicación más importante que ha existido jamás en la historia, y hacerla accesible a todo el mundo es creo lo más importante.

Si hablamos de retos tecnológicos, creo que los dispositivos móviles es el más importante ahora mismo, la Web móvil.

P:La siguiente pregunta va por ahí: ¿Es posible adaptar los contenidos a la web móvil, o deberían construirse específicamente para los dispositivos móviles?

R:Esa es una excelente pregunta. Nosotros creemos en la existencia de una sola Web accesible desde todo tipo de dispositivos, que pueda organizar e interconectar información en el reloj, en el móvil, en el ordenador, en la pantalla del televisor. Es muy importante ya que el poder de la Red llega a través del enlace, de la relación entre contenidos no importa dónde.

Deberíamos ser capaces de adaptar los contenidos a cualquier tipo de dispositivo. Tenemos varios grupos en el Consorcio W3C trabajando específicamente en los problemas que genera esa adaptación. En primer lugar, tenemos que especificar cómo ofrecer contenidos en pantallas muy pequeñas, como las de los móviles, o en dispositivos muy simples.

P:¿Podría explicar algún problema importante?

R:Bueno, tenemos los teléfonos móviles. Tengamos en cuenta que las inmensa mayoría de los móviles que hay en el mundo no son muy avanzados, son muy simples, tienen teclados y pantallas pequeñas, y cuentan con navegadores muy simples también, no tienen el mundo poder ni el mismo enfoque que los navegadores de un escritorio normal. También existen otros problemas tales como el escaso ancho de banda pueden usar, y el hecho de que son dispositivos diseñados para funcionar en movimiento. Todo ello requiere que se desarrollen nuevos estándares.

P:¿Puede darme una definición clara de ‘web semántica’?

R:Bien, piensa en que la Web 1.0 ha sido una Web de documentos enlazados, documentos de millones de páginas en todo el mundo enlazados entre sí. Pues la Web semántica es aquella en la que se enlazan datos, siempre que éstos estén bien definidos, bien procesados, con valores, descripciones, etc. Los enlaces entre esos datos también están definidos. Por ejemplo, mi nombre y mi número de teléfono estarían enlazados de una manera más explicativa, con una categoría de ‘número de teléfono’. Es decir, que los enlaces vienen acompañados de unas etiquetas que explican qué son esos datos, por qué están relacionados.

P:¿Eso cómo se construye?

R:En primer lugar, hemos terminado la tecnología básica para realizarlo a través de los enlaces, denominada RDF, que te indica cómo realizar los enlaces en la Web. Es muy simple, en realidad: propone un sujeto, un valor, y la relación entre ellos.

La construcción de la ‘Web semántica’ es básicamente la construcción de una inmensa base de datos relacionada en la Web. Así, cuentas con una fila con tu nombre, y una serie de atributos relacionados con ese nombre, como la edad, el día de nacimiento, tu dirección , tu número de teléfono, tu correo electrónico…

P:¿Y eso cómo se hace? ¿Existe alguna manera automática de relacionar de esa manera la enorme cantidad de datos que hay ya en Internet?

R:No creo que se deba de hacer a mano exclusivamente, existen programas que relacionan datos para construir bases de datos de este tipo. Aquí ha habido mucho avance gracias a la inteligencia artificial, que yo defino como ‘algoritmos más inteligentes’.

No obstante, ya existen datos suficientes que relacionar, te pongo un ejemplo: muchos grandes museos tienen páginas web muy descriptivas, con todas sus obras catalogadas, por autor, época, situación física y demás. Esas descripciones pueden ser muy útiles para interrelacionar información en la Web. Otro ejemplo: existe un interesante grupo llamado ‘Linking Open Data Project’, que recoge estadísticas públicas o abiertas, como las que emite Eurostat, y datos también abiertos como los contenidos en la Wikipedia, en un esfuerzo por estructurarlos para permitir consultas más complejas. Y ahí tienes DBPedia.

Se trata, en definitiva, de maneras de realizar lo que Tim Berners-Lee ya predicaba en 1999. La base de todo esto es tan sencilla como el establecimiento de enlaces entre datos.

P:¿Qué relación tiene todo esto con la gran cantidad de datos que se está generando gracias a la explosión de la Web social, de la Web participativa?

R:En cierto modo, la Web 2.0, que efectivamente implica que todo el mundo puede subir información a través de blogs, imágenes, vídeo… cuenta con herramientas que están bien hechas, pero están muy cerradas en sí mismas. El problema surge, por ejemplo, cuando quieres combinar los tados de tu cuenta de Facebook en tu cuenta de MySpace, o en Bebo. En realidad, has de duplicar la información. Mi sueño es que la web semántica irrumpa en las redes sociales, de modo que puedas controlar tu información y los vínculos que existen en ella. Mi información personal es mía, y debería ser capaz de poder compartirla si quiero en otras redes sociales.

P:¿Algo así como la iniciativa OpenSocial?

R:Eso es lo que están tratando de hacer. Nosotros queremos ayudar en problemas que surgen, cómo compartir los datos de las identidades en la Web sin violar la privacidad, y lograr que cada uno pueda tener el control de su propia identidad de una manera fácil. Lo cierto es que mucha gente tiene esta misma idea, y la gran pregunta es qué tecnología será al final la que permita algo así.

P:Para terminar, ¿Cuál es su principal cometido como presidente del W3C?

R:Bueno, mi principal tarea es tratar de difundir y educar en todo cuanto el Consorcio trabaja. Sobre todo, animar a utilizar la tecnología que desarrollamos.

“Internet se ha convertido ya en un antídoto fundamental contra la censura”

MADRID.- En los años 70 desarrollo junto a Robert Kahn la estructura matriz de Internet. Comenzaba así la mayor revolución tecnológica de la Historia, ampliando hasta lo insospechado los cauces de la comunicación. En ello sigue, difundiendo por el mundo la ‘religión’ de Internet.

Vinton G. Cerf (New Haven, Connecticut, 1943), padre de internet, pasa unas horas en la Fundación Los Álamos, en Cieza (Murcia), una suerte de Harvard con limoneros que preside el embajador José Luis Pardos.

El Premio Príncipe de Asturias en 2002 resulta extraño en este paisaje de mansedumbre mientras confiesa que su vida es un cortocircuito incesante de aviones y aeropuertos, de hoteles y congresos, recorriendo el planeta como vicepresidente de Google y’Evangelista’ de Internet.

Habla del futuro y de la Red, y de aquel día remoto de 1972 en que dibujó en la servilleta del bar de un hotel de San Francisco –junto a Robert Khan– el esquema de una visionaria intuición: cómo crear una red de redes conectando un conjunto de ordenadores para ARPA (Agencia de Proyectos de Investigación Avanzada, del Departamento de Defensa de Estados Unidos).

PREGUNTA.– ¿En qué punto está la revolución de internet?

RESPUESTA.– Bueno, la revolución empezó hace 30 años. No es una cosa nueva, pero es cierto que continúa. (…) Sólo está funcionando el 1% de las aplicaciones, así que estamos realmente ante un bebé. En el momento presente hay 1.300 millones de usuarios consolidados, más o menos el 20% de la población mundial. Es una cifra impresionante, pero no nos dejemos deslumbrar, el verdadero reto es pensar en ese 80% que todavía no tienen acceso a la Red.

P.– ¿Y cuáles son las pautas para ampliar la cuota de usuarios?

R.– Pues aprovechar las posibilidades de un aparato que ya es de uso común: el teléfono móvil. En Google tenemos el objetivo de lograr que sea a través de la telefonía como se logre popularizar internet. Es decir, democratizar el uso de la Red con los móviles. Es una realidad. De hecho, podemos predecir que en pocos años serán muchas más las personas que lleguen a conectarse por vez primera a través de su teléfono que desde un ordenador.

P.– ¿Y en todo este enjambre visionario, contribuye internet a la democracia?

R.– Oh, sí. Perdón. A eso iba… Internet facilita la libertad de expresión. El mejor ejemplo lo tenemos en la proliferación de blogs, que conforman un territorio inmenso de discusión e intercambio de información constante. Pero todo esto tiene unos retos. Hay países que provocan enormes tensiones. Países, decía, que temen las posibilidades que la Red ofrece a sus habitantes para que se expresen libremente. Es más: internet es un antídoto imprescindible ya contra la censura. Y todo esto ha sucedido en los últimos 10 años. Es maravilloso.

P.– ¿Aún le sorprende internet?

R.– Todos los días. Lo mejor de no saber mucho es que uno puede seguir aprendiendo.

P.– Usted ha dicho en alguna ocasión que el futuro pasa por una conexión total de la vida a la Red…

R.– Absolutamente. No es que yo tenga poderes para ver el futuro, sino que la lógica de los avances nos lo confirman cada día. En unos años todo estará conectado a la Red, desde la ropa a los electrodomésticos. Y esto propiciará un mejor conocimiento del mundo. La conexión total de la vida podrá ser una buena herramienta incluso para buscar y compartir nuevas estrategias en la lucha contra el cambio climático, por ejemplo. Y en el desarrollo de la ecología de la información. Será una forma de potenciar la inteligencia y, por qué no, de potenciar también la seguridad.

Hace unos años, alguien encontró  hurgando en la Historia,  este pedazo de ternura que “llamó la Carta Constitucional de Bolivia“. La escribió Manuela Sáenz para convencer a Simón Bolívar que gesten, ambos, una hija que los trascienda de los límites humanos. Tarea aún pendiente.  Parece que el sur lleva la maldición de Babel que impide ser uno.

 

Mi Libertador:

 

Sabe usted cómo ansío compartir el nacimiento de la vida. Conoce las veces que levanté mi voz airada por las condiciones ingratas que estamos compartiendo, de privación de sentimientos, de distancias y de ausencias reiteradas. ¿Cómo cambiar el sino que nos acompaña? ¿Qué debemos hacer para protestar frente a la realidad, y vencerla? ¿No podré, con usted, caminar llevando de la mano la ilusión convertida en la inocencia de voces infantiles? ¿Es que no fuimos elegidos para ser, además de amantes, hombre y mujer, padre y madre?

He interpelado a los Dioses de estas y otras tierras. Mi voz la han escuchado, si existen, los Achachilas de los Andes y el Cristo de la cruz de mis desvelos. Vea usted la fuerza que sale a borbotones del pecho que le da ritmo a su sangre, y que termina convertida en remanso cuando acepto resignada que otros son los mandatos que debo cumplir en este tiempo.

Y cuando llego a ese punto de sosiego, otra vez me vienen los rumores que acompañan mis angustias y me mantienen en vela buscando otras respuestas. No utilice su energía para reprender el acto de amor que voy a relatarle.

He recogido de usted la necesidad de encontrarle solución política a las diferencias que mantienen los patriotas de Lima y del Río de la Plata. En medio de ellas, están las provincias del Alto Perú, primeras en levantar las banderas de la libertad y las que mayor dificultades están debiendo sortear para alcanzarla.

La posición reflexiva del General San Martín en Guayaquil hace tres años, fortalece la necesidad de resolver la situación del Alto Perú con un estatuto político que le faculte a desarrollarse, respetando la decisión que le han hecho saber con insistencia y firmeza sus representantes. Por eso resulta injusta la airada comunicación que le hiciese llegar al General Sucre por la convocación a los diputados del Alto Perú a discutir su destino.

Si usted escucha la voz de su experiencia, desde Charcas, La Paz y Potosí, será más fácil establecer una relación positiva con V.E., que desde otras ciudades que mantienen algunas dificultades para resolver sus propias diferencias. Pero, y lo más importante, permitiría la construcción de un nuevo Estado en el que usted podría, desde el inicio, desarrollar la fuerza de la libertad sin las mezquindades que enfrenta permanentemente en la Gran Colombia. Esta república podría servirle para plasmar en ella los modelos democráticos tan caros a sus sueños y alejar las insinuaciones que rechaza tan airado cuando pretenden cambiar su condición de ciudadano por otra similar a la que termina de vencer.

Un pueblo agradecido con su espada y su voluntad de usted, puede ser el abono más extraordinario para que fortalezcan la justicia y las instituciones republicanas. He recogido de manera reservada algunas opiniones de la gente que le es fiel, y comparten el entusiasmo de ver nacer un estado con su nombre que tenga de usted el amor irrefrenable por la libertad.

Por eso le he puesto tanto empeño a esta encomienda que nadie me dio pero le pertenece, de dar nacimiento al fruto de mi entrega y que sobrevivirán nuestras vidas perpetuando su nombre. Permítame ayudar a multiplicar la libertad y juntos habremos logrado procrear una hija, que sólo usted y yo, sabremos es el producto de este sentimiento que desafía la barrera de los tiempos.

Ahora, que ya lo sabe, repréndame con indulgencia y con la dulzura con la que corrige los desvaríos de pueblos que aprenden a vivir su independencia. Su enojo será la mejor prueba que la Historia se construye con locuras de amor y de coraje. Y yo, veré nacer una hija que mantendrá en la eternidad mi tributo de reconocimiento a usted, gestado entre los nueve meses que están pasando desde el triunfo de Ayacucho y el primer aniversario de Junín.

Aliente la multiplicación de la vida y la libertad. Todos esperan su palabra para hacer más fácil el esfuerzo de ayudar a la Historia a reconocer su entrega por la causa de los pueblos.

Gozo con la idea como lo hago las veces que estoy en su compañía.

Las Wikis son espacios en línea para la escritura y colaboración pública de contenidos sin necesidad de ser expertos informáticos.  Wiki significa rápido/quick en hawaiiano y realmente se pueden hacer cosas rápidamente:

• No es necesario editar el contenido en herramientas como Dreamweaver
• No se requiere servicio de FTP para cargar el contenido
• No es necesario esperar que el webmaster actualice el contenido
• Se puede distribuir la responsabilidad sobre las diferentes áreas de contenido

A continuación una presentación sobre estrategias para que las Wikis crezcan, varias he usado en la wiki de la Escuela de Ciencias de la Computación

Aunque algunos se resisten, debo recordarles que  las páginas de una wiki no tienen un propietario (por lo menos en teoría no deberían tenerlo). Todos los miembros de la comunidad pueden agregar o editar el trabajo de otros.  Cada página tiene un área de discusión/interés  y mantiene una lista de cambios (control de versiones).

¿Por qué utilizar una wiki?

• Son fáciles de usar
• Están basadas en web
• Cualquier persona puede hacer cambios
• Existe control de versiones
• Hay muchas opciones libres y basadas en open-source
• Son flexibles y extensibles
• Es una buena alternativa para hacer gestión del conocimiento   en cualquier organización (KM -knowledge management- tool)
• Las wikis son una gran vía para construir participativamente espacios web.

¿Por qué no usar una wiki?

• Demasiado abierta
• Las páginas de la wiki no tiene un orden
• Cuando hay preocupación entorno a la propiedad del contenido
• En wikis abiertas se puede generar vandalismo y spam
• Las wikis no son para todo el mundo, menos si la clave de un proyecto web es el control.

Diferencias entre Wikis y Páginas Web convencional

• edición abierta VS edición limitada
• texto simple formateado VS HTML convencional
• vesiones almacenadas en bases de datos online VS versiones no son almacenadas automáticamente
• facilidad creación de nuevas páginas VS la creación de nuevas páginas es una tarea dura
• baja seguridad VS alta seguridad
• igualdad en los roles de usuario VS roles de usuarios jerárquico
• escritura anónima mútiple VS escritura limitada incluso para usuarios registrados
• espacio colaborativo y comunal vs espacio individual
• páginas  en permanente  proceso de construcción VS las páginas se consideran finalizadas

Y por último, creo que para algunos les puede resultar útil reconocer unas ciertas diferencias entre Wikis y Blogs:

• No hay propietario de contenido VS una persona es propietaria de su post
• Cualquiera puede editar el trabajo de otra persona VS solamente los autores pueden editar su trabajo (lo que otros pueden es comentar)
• no existe organización específica, esta basada en lnks VS organización en orden cronológico reverso

A los 10 años de la muerte de Frank Sinatra, una buena forma de hacer memoria escon  My Way. La letra de  My Way lejos de ser fatalista es envidiable, cuenta la historia de un hombre que está cercano a su muerte,  y mira hacia la historia de su vida hablando con un amigo ficticio sentado a su lado.

Frank Sinatra fue el primero en interpretar My Way en el año 1969. 

La personalidad del hombre se describe en la canción con una voluntad fuerte, confiado y determinado; es un hombre que no depende de otros para progresar y ser feliz en la vida. Está feliz al ver cómo vivió y el curso que tomó su vida, y lo que logró de ella; a la vez reconoce que también ha tenido arrepentimientos y que ha sufrido grandes tristezas.  El 07 de Mayo, el mundo.es informaba que las autoridades cubanas impiden salir del país a la ganadora del Ortega y Gasset 2008 en la categoría medios digitales: Yoani Sánchez -autora del blog cubano ‘Generación Y’- quien debía asistir a Madrid a la ceremonia de entrega de premios. Yoani Sánchez es bogguera, licenciada en filología hispánica, abrió en abril del 2007  el blog ‘Generación Y’, ahí se puede ver su fotografía, su nombre y su apellido, y algunos de su posts con criticas a las cosas que no le gustan  de su Cuba.

Pero no quería escribir solo sobre la noticia de “no permiso”, que ya se ha escrito en varios blogs, sino del hecho de que una bloggera, Yoani, escriba dentro de un sistema político jerárquico/close y demuestre que el poder tiene miedo de Internet, porque no lo puede controlar.  Y esto último lo demuestra bien el último post del blog Kilometrocero.wordpress.com que invita: ¿eres-cubano-¿vives-en-cuba-¿tienes-un-blog-entonces-organicemos-un-encuentro/

Hacer un Beta Test real no solo es dar un espaldarazo con  la palabra “beta” a un producto liberado.   El verdadero propósito de un beta test es trabajar estrechamente con los beta testers (usuarios asumidos como desarrolladores) para fomentar el intercambio de ideas y mejorar un producto antes de su liberación general. El plan es hacer varias iteraciones de pequeños ensayos, recoger la primera ronda de comentarios y mejorar el servicio, antes de comenzar a estrenarlo a un público más amplio.

We are doing a real beta test — not just slapping the word “beta” on a released product. The true purpose of a beta test is to work closely with beta testers to gather feedback and improve a product before general release. The plan is to do several waves of small tests, to gather first-round feedback and improve the service, before we begin to roll out to a wider audience.

Si alguien ha estudiado las interioridades de la sociedad de la información es el sociólogo Manuel Castells (Hellín, 1942). Su trilogía La era de la información: economía, sociedad y cultura ha sido traducida a 23 idiomas. Es uno de los primeros cerebros rescatados: volvió a España, a dirigir la investigación de la Universitat Oberta de Catalunya, en 2001, después de haber investigado e impartido clases durante 24 años en la Universidad de California, en Berkeley. Una de sus investigaciones más reciente es el Proyecto Internet Cataluña, en el que durante seis años ha analizado, mediante 15.000 entrevistas personales y 40.000 a través de la Red, los cambios que Internet introduce en la cultura y la organización social, y acaba de publicar, con Marina Subirats, Mujeres y hombres, ¿un amor imposible? (Alianza Editorial), donde aborda las consecuencias de estos cambios.

Pregunta. Esta investigación muestra que Internet no favorece el aislamiento, como muchos creen, sino que las personas que más chatean son las más sociables.

Respuesta. Sí. Para nosotros no es ninguna sorpresa. La sorpresa es que ese resultado haya sido una sorpresa. Hay por lo menos 15 estudios importantes en el mundo que dan ese mismo resultado.

P. ¿Por qué cree que la idea contraria se ha extendido con éxito?

R. Los medios de comunicación tienen mucho que ver. Todos sabemos que las malas noticias son más noticia. Usted utiliza Internet, y sus hijos, también; pero resulta más interesante creer que está lleno de terroristas, de pornografía… Pensar que es un factor de alienación resulta más interesante que decir: Internet es la extensión de su vida. Si usted es sociable, será más sociable; si no lo es, Internet le ayudará un poquito, pero no mucho. Los medios son en cierto modo la expresión de lo que piensa la sociedad: la cuestión es por qué la sociedad piensa eso.

P. ¿Por miedo a lo nuevo?

R. Exacto. Pero miedo, ¿de quién? De la vieja sociedad a la nueva, de los padres a sus hijos, de las personas que tienen el poder anclado en un mundo tecnológica, social y culturalmente antiguo, respecto de lo que se les viene encima, que no entienden ni controlan y que perciben como un peligro, y en el fondo lo es. Porque Internet es un instrumento de libertad y de autonomía, cuando el poder siempre ha estado basado en el control de las personas, mediante el de información y comunicación. Pero esto se acaba. Porque Internet no se puede controlar.

P. Vivimos en una sociedad en la que la gestión de la visibilidad en la esfera pública mediática, como la define John J. Thompson, se ha convertido en la principal preocupación de cualquier institución, empresa u organismo. Pero el control de la imagen pública requiere medios que sean controlables, y si Internet no lo es…

R. No lo es, y eso explica por qué los poderes tienen miedo de Internet. Yo he estado en no sé cuántas comisiones asesoras de gobiernos e instituciones internacionales en los últimos 15 años, y la primera pregunta que los gobiernos hacen siempre es: ¿cómo podemos controlar Internet? La respuesta es siempre la misma: no se puede. Puede haber vigilancia, pero no control.

P. Si Internet es tan determinante de la vida social y económica, ¿su acceso puede ser el principal factor de exclusión?

R. No, el más importante seguirá siendo el acceso al trabajo y a la carrera profesional, y antes el nivel educativo, porque, sin educación, la tecnología no sirve para nada. En España, la llamada brecha digital es por cuestión de edad. Los datos están muy claros: entre los mayores de 55 años, sólo el 9% son usuarios de Internet, pero entre los menores de 25 años, son el 90%.

P. ¿Es, pues, sólo una cuestión de tiempo?

R. Cuando mi generación haya desaparecido, no habrá brecha digital en el acceso. Ahora bien, en la sociedad de Internet, lo complicado no es saber navegar, sino saber dónde ir, dónde buscar lo que se quiere encontrar y qué hacer con lo que se encuentra. Y esto requiere educación. En realidad, Internet amplifica la más vieja brecha social de la historia, que es el nivel de educación. Que un 55% de los adultos no haya completado en España la educación secundaria, ésa es la verdadera brecha digital.

P. En esta sociedad que tiende a ser tan líquida, en expresión de Zygmunt Bauman, en que todo cambia constantemente, y que cada vez está más globalizada, ¿puede aumentar la sensación de inseguridad, de que el mundo se mueve bajo nuestros pies?

R. Hay una nueva sociedad que yo he intentado definir teóricamente con el concepto de sociedad-red, y que no está muy lejos de la que define Bauman. Yo creo que, más que líquida, es una sociedad en que todo está articulado de forma transversal y hay menos control de las instituciones tradicionales.

P. ¿En qué sentido?

R. Se extiende la idea de que las instituciones centrales de la sociedad, el Estado y la familia tradicional, ya no funcionan. Entonces se nos mueve todo el suelo a la vez. Primero, la gente piensa que sus gobiernos no la representan y no son fiables. Empezamos, pues, mal. Segundo, piensan que el mercado les va bien a los que ganan y mal a los que pierden. Como la mayoría pierde, hay una desconfianza hacia lo que la lógica pura y dura del mercado le pueda proporcionar a la gente. Tercero, estamos globalizados; esto quiere decir que nuestro dinero está en algún flujo global que no controlamos, que la población se ve sometida a unas presiones migratorias muy fuertes, de modo que cada vez es más difícil encerrar a la gente en una cultura o en unas fronteras nacionales.

P. ¿Qué papel desempeña Internet en este proceso?

R. Por un lado, al permitirnos acceder a toda la información, aumenta la incertidumbre, pero al mismo tiempo es un instrumento clave para la autonomía de las personas, y esto es algo que hemos demostrado por primera vez en nuestra investigación. Cuanto más autónoma es una persona, más utiliza Internet. En nuestro trabajo hemos definido seis dimensiones de autonomía, y hemos comprobado que cuando una persona tiene un fuerte proyecto de autonomía, en cualquiera de esas dimensiones, utiliza Internet con mucha más frecuencia e intensidad. Y el uso de Internet refuerza a la vez su autonomía. Pero, claro, cuanto más controla una persona su vida, menos se fía de las instituciones.

P. Y mayor puede ser su frustración por la distancia que hay entre las posibilidades teóricas de participación y las que ejercen en la práctica, que se limitan a votar cada cuatro años, ¿no cree?

R. Sí, hay un desfase enorme entre la capacidad tecnológica y la cultura política. Muchos municipios han puesto puntos Wi-Fi de acceso, pero si al mismo tiempo no son capaces de articular un sistema de participación, sirven para que la gente organice mejor sus propias redes, pero no para participar en la vida pública. El problema es que el sistema político no está abierto a la participación, al diálogo constante con los ciudadanos, a la cultura de la autonomía, y, por tanto, estas tecnologías lo que hacen es distanciar todavía más la política de la ciudadanía.
